In 2008, Baltimore City Schools launched its Fair Student Funding (FSF) policy. Under FSF, the responsibility for budgeting for individual schools was shifted from the central administration to the principal at each school.
In February 2009, ABAG convened a group of principals to discuss their experiences with the first year of FSF. On July 29th, these principals will return to ABAG to discuss the second year of managing their schools under FSF. They will be joined by Pam Spiliadis, Executive Director of the Baltimore Urban Debate League, who will discuss how FSF has impacted this community-based organization.
